403 NW 5th Avenue Built in 1890, this historic building was designed by the notable Portland architecture firm of Whidden & Lewis. The building’s location on NW Flanders will place it on one of two festival streets planned. The festival streets will have public art installed on large granite planters and will allow cars but can be easily closed to accommodate neighborhood festivals.
